The City of South Portland has hired Arthur L. Handman as the next Director of Transportation for the City of South Portland.  Arthur will be taking over the Transportation Director’s position upon the retirement at the end of June of long-time director Tom Meyers.  Arthur comes to the City with a vast knowledge of transportation, of most recently a principal in The “H” Group, Inc. a transportation, planning, transit operations and management consulting firm established in 2003. Prior to his consulting firm, Arthur was the Executive Director, Technical and Finance Officer of the Greater Hartford Transit District (the "District") from 1972 to 2005. Over the thirty plus year career, Arthur’s accomplishments were numerous and included, but not limited to: the establishment of a consolidated regional paratransit system; the planning and implementation of the downtown circulation system; the renovation of the railroad terminals in Hartford and Windsor, Connecticut; the acquisition and installation of radios and bus shelters in the region; and the regulation of all taxicab and private motor bus service in the District.  He has served on numerous panels presented by the Federal Transit Administration ("FTA") in the areas of procurement, grant management, civil rights, and creative finance techniques.

Prior to joining the District, Handman was employed by several consulting firms in Michigan and Washington, DC where he evaluated innovative transportation systems and developed program plans.  

He holds an M.S. Degree from the Pennsylvania State University and a B.S. Degree from the City College of New York. He is an Associate Fellow of the American Institute of Aeronautics and Astronautics and a member of the honorary research Society of the Sigma Xi.

Handman is a past President of the New England Passenger Transportation Association and Past Board Member of the Greater Hartford Convention and Visitors Bureau Executive Committee.  He is the current Chairman of the Board of Directors of the Gorham Economic Development Corporation and editor of The Iron Horse, as well as a board member of the Maine Garden Railway Society. 

Recent transit consulting has been with the York County Community Action Corporative, the City of Sanford, Maine School Department, Greater Portland Council of Governments and the Tri-Community Transit Service.  Arthur has been actively involved on the Transit Committee of the Portland Area Comprehensive Planning System a regional transportation group in Southern Maine.
