Planning Division
The mission of the Planning Division within the Planning & Development Department is to promote a safe, attractive, equitable and prosperous South Portland.
Code Enforcement
The Code Enforcement section of the Department of Planning and Development issues permits and conducts inspections for all electrical, plumbing, and building work done within the City. Code Enforcement staff provides technical information relative to zoning and reviews and comments on site plans for conformance with the zoning code, and staffs the Board of Appeals.
Economic Development
The Economic Development section of the Department of Planning and Development is a liaison with the business community, providing technical assistance, and leading business retention and attraction efforts for the City. Economic Development staff collaborate with a variety of community organizations and educational institutions to improve quality of life in the community, promote workforce development, and encourage investment in the community. The economic development program is assisted by the City's Economic Development Committee.
Community Development
The Community Development section of the Department of Planning and Development works to improve living environments, provide safe and affordable housing, and improve economic opportunities, primarily to low-to-moderate income residents. This is accomplished through competitive grants from the Community Development Block Grant Program in collaboration with the Cumberland County Community Development Program. The community development program is overseen by the City's Community Development Advisory Committee.
