18. ORDINANCE #23-17/18 – Reconsideration of Ordinance #23-17/18 – amending Chapter 27 “Zoning,” regarding Short Term Rentals.  Passage requires majority vote.

Items #17 and #18 are expected to be voted on for reconsideration then immediately postponed.

J.  Action on Old and New Business

19. ORDER #38-18/19– Directing the City Clerk to post notice of Public Hearing regarding referred Ordinance #22-17/18 and Ordinance #23-17/18 to be taken up by the City Council on September 4, 2018.  Passage requires majority vote.

20.  ORDER #39-18/19 – (6-16-14) -Authorizing the City Manager to Sign a Three-Party Agreement for the Vachon-Lincoln-Broadway Multi-Use Path and Lincoln Rehabilitation Project.  Passage requires majority vote.  

21. ORDER #40-18/19 Award of bid to Autotronics, of Madawaska, ME for the purchase of an ambulance for the South Portland Fire Department through the cooperative bid process with the City of Portland.  Passage requires majority vote.

22. ORDER #41-18/19 – Authorizing the method of sale of a City-owned parcel of land located at 228 Margaret Street (Tax Map 13, Lot 203) as a negotiated sale to the abutting property owners, Jay and Suzanne Woodward, and authorizing the City Manager to negotiate and complete the sale.  Passage requires majority vote.

23. RESOLVE #1-18/19 – Transferring $500,000 from unassigned fund balance to the “Clear Skies Ordinance Legal Defense Fund” within the Litigation‑Legal Reserve Fund, and providing additional funding for litigation defense costs. Passage requires majority vote.

24. ORDINANCE #2-18/19 – Amending Chapter 27, “Zoning,” of the Code of Ordinances to establish land use regulations regarding Medical Marijuana Establishments.  First reading. Passage requires majority vote.

25. ORDINANCE #3-18/19 – Amending Chapter 14, “Licenses, Permits, and Business Regulations Generally,” of the Code of Ordinances to establish licensing regulations regarding Medical Marijuana Establishments.  First reading. Passage requires majority vote.
