7.  ORDER #87-18/19 – South Portland Parks, Recreation and Waterfront and the South Portland/Cape Elizabeth Chamber are requesting the closure of Hinckley Drive for the Annual Mill Creek Park Tree Lighting on December 7, 2018 from 4:00 P.M to 7:30 P.M.

8.  ORDER  #88-18/19 - Authorizing the submission of a grant application to the Maine Bureau of Highway Safety under the 2019 Click It or Ticket/Buckle Up No Excuses Enforcement and Education Program and accepting awarded funds to be used by the Police Department.  Passage requires majority vote.

9.  ORDER #89-18/19 - Authorizing the City’s participation in submitting an application for and accepting a 2019 Evidenced Based Impaired Driving grant and accepting awarded funds to be used by the Police Department.  Passage requires majority vote.

10. ORDER #90-18/19 - Authorizing the submission of a grant application to the Maine Bureau of Highway Safety under the 2019 Distracted Driving Enforcement Program and accepting awarded funds to be used by the Police Department.  Passage requires majority vote.

    Collective Bargaining Agreement

11. ORDER #91-18/19 –Authorizing the City Manager to sign a collective bargaining agreement with the South Portland Firefighters IAFF Local 1476 for the period of July 1, 2018 to June 30, 2021.

12. ORDINANCE #2-18/19 – Amending Chapter 27, “Zoning,” of the Code of Ordinances to establish land use regulations regarding Medical Marijuana Establishments.  Passed first reading on August 21, 2018.  At Public Hearing on September 18, 2018, item committed to workshop.  ROLL CALL VOTE.  Passage requires five (5) affirmative votes.

13. ORDINANCE #3-18/19 – Amending Chapter 14, “Licenses, Permits, and Business Regulations Generally,” of the Code of Ordinances to establish licensing regulations regarding Medical Marijuana Establishments.  Passed first reading on August 21, 2018. At Public Hearing on September 18, 2018, item committed to workshop. ROLL CALL VOTE. Passage requires majority vote.

J.  Action on Old and New Business

14. ORDER #92-17/18 – Award of negotiated contract be and hereby is made to Johnson & Jordan, Inc., of Scarborough, ME, for the electrical service upgrade at the John Roberts Road Pump Station project.  Passage requires majority vote.

15. ORDER #93-18/19 – Award of City of Portland RFP #19006 to Linnean Solutions, of Cambridge, MA, for the development of a Climate Action and Adaptation Plan for Portland and South Portland.  Passage requires majority vote.
